Source: Urban Institute calculations of 1970 and 2010 Decennial Census data. Data for 1970 is not directly comparable. Race is defined as White and African-American in 1970 and as Non-Hispanic/Latino White and Non-Hispanic/Latino African-American in 2010. Not all tracts are available in 1970, because data from the census only includes "tracted" land, which represents most metro counties and a few areas outside metros.
